Permanent and removable cut-to-shape vinyl use the same printable face — the only difference is the adhesive layer behind it. The visible side is identical; the surface they're stuck to determines everything else. Picking the wrong adhesive ruins paint, leaves residue, or peels off in two weeks.

Pick permanent adhesive when the surface is yours, the install is meant to last years, and the priority is weather resistance — vehicle wraps, owned-storefront signage, industrial labelling.
Pick removable adhesive when the surface is borrowed (rented vehicle, leased storefront, glass wall in a shared space), the install is short-term (event, promo, pop-up), or you might want to reposition during install.
